In the movie DOGMA, are "Loki" & "Bartleby" fictional characters or are they actual biblical figures?

Loki is an ancient Norse god. Bartleby is the title character in a disturbing short story by, I think, Charles ens. He "prefers not to" do anything, and people keep letting him get away with it.
