What Bird should I get?

I have been looking at the quaker,budgie, and atiel. I am not very experienced with birds, but I am looking at these because I want a bird I can bond with.Please let me know which of these is the best for what I am looking for, or if you know any others that are good please let me know. I am looking for something less than 200 dollars. Thanks
